During the first years of the war. before physical and mental exhaustion began to develop. they made as good a record in fighting the Japanese. with no weapons save small arms. wits. and sheer courage. as we were able to make in our first year with all our mechanical and other advantages. We are sacrificing American lives insofar as we fail to mobilize fully the will and the confidence of so indispensable an ally. I do not want on my hands the blood of a single additional Americansoldier who had to die in China because we failed here to show our purpose to treat the Chinese as equals. and thereby weakened Chinas morale and will to fight offensively. So. Mr. Chairman. I repeat. this bill involves more than 105 Chinese immigrants a year. It involves the lives of American boys. It involves the financial solvency of our .country.
