As far as the Chinese are concerned. they are put on exactly the same basis of equality with any other nation on earth that has a quota. With their 105 they are on the same basis as England. that has 60.000 who may come in here each year. The erroneous understanding by most people is that a quota is arrived at on the basis of the number of people in that country. not here. Of course. on the basis of four hundred or five hundred million people in China. that is a different story. but our quota law is based upon this formula and it cannot be changed unless we change the quota law.
