But why not wait until we have won the war? We are setting the example. We are saying to the American people. "Open up debating societies all over the country. with some of you possibly stating that you favor Chinese exclusion and some of you favor excluding Russiaall sorts of things being said." Can anybody say that will help bring about and maintain solidarity and unity between ourselves and the people who are fighting with us in this World War? Will that tend to hold us as a people more singly to the one supreme task of the moment? Will that give us greater internal solidarity. and therefore greater strength?
