I have listened with a great deal of interest to the remarksof my distinguished colleague from Ohio. and knowing his splendid record I am of the full realization that he has not read or carefully analyzed this bill. because this bill is simply enabling legislation giving $200.000.000 to continue a program that my distinguished colleague voted for twice before and never raised his voice In objection. Mr. Speaker. this bill is simply an extension of facilities. It does not include the construction of a single house. It takes care of schools. sewers. hospitals. and other facilities the need of which is caused by the immigration of labor and where the local community cannot stand the additional burden of the required additions. The techniqueof those who oppose various legislation is changing. Mr.
