Mr. Chairman. the repeal of these laws at the present time cannot help.China. The repeal of every immigration law which has been passed by this Nation duringthe last 100 years will not help China one jot or one tittle. Even if there were Chinese immigrants ready. able. willing. and anxious to come to our shores. the exigencies of war will not permit them to travel over the Pacific Ocean to America. They are not able to migrate to other lands having no immigration laws or restrictions at the present time. and they most assuredly would view the removal of any law upon our statute books as merely an idle boast and empty gesture. designed to retain their good will when what they need and want is real help. Mr. Chairman.
