China for 6 years has been struggling in a war involving horrors no other nation has endured in centuries. True. we agreed to supply her with material. with ammunition. planes. and so forth. but we cannot get these materials or planes in there as fast as we should like to. " China is at a low ebb now except for the victory she had only a few days ago. China is being divided by Japan through propaganda which tells the Chinese that they should throw in their lot with the Asiatic race. that they should come in with Japan as one unit. that the American people are just fooling China. that the American pdople are not going to carry out the terms of its promises because they do not like the Chinese as shown by the Chinese Exclusion Acts. If you heard the testimony that was .presented for the last month in the committee room. where we heard some of the best minds of America. from every religious orgarization. from every community of this country. asking repeal of the Chinese exclusion law and placing China on a quota basis. you would change your mind. The section from which I expected the most protest was the west coast. but believe me when I tell you that I have received more communicaStions in the form of letters and petitions from the west coast asking me to bring out a bill that will remove the stigma from China and place her on an equal basis with other nations than I have from any other part of the country. Can you imagine.
