Mr. Speaker. I yield myself 5 minutes. Mr. Speaker. the purpose of the resolution just called up is to make in order consideration of H. R. 1941. which is an immigration bill. I do not know whether the House wants this bill or not. but because its purpose is to do something for a certain class of our soldiers. your Committee on Rules felt constrained to report it for House consideration. Should the House see fit to take it up it will probably want to amend the bill in one slight respect. I think it would have to be amended in order for me to give it my support.
