Mr. President. early in this session I introduced a bill. Senate bill 779. which was entitled "A bill to provide for the taking into custody. during the continuation of the existing war between the United States and Japan. of any or all Japanese residing in or found in the United States." The preamble of the bill reads as follows: Whereas all Japanese born In the United States are considered. under the laws of Japan. to be citizens or subjects of and to owe allegiance to Japan. and Whereas Japanese are of a race or nationality ineligible to become naturalized citizens of the United States. A bill of the same type was introduced late in the last session. It was referred to a subcommittee of the Committee on Immigration of which the Senator from South Carolina . the Senator from California . and I were members. Late in the session the bill was reported favorably. but. because of lack of time. and for other reasons. it was not pressed. at the comparatively late hour when it was reported. Senate bill 779 is substantially the same as the bill introduced at the last session.
