It seems that those who had engaged in recruiting the labor had. by offering unusually attractive wages. seduced from their employment those who were under contract for a year or more. or those who were engaged as tenant farmers. and had caused considerable disruption of the farming activities within the counties where the labor was located. The conference report is a compromise. It is not absolutely pleasing to the Senate conferees. The House conferees. of course. insisted on all of the House language. I do not think the measure as reported by the conferees would impede the movement. with the funds provided in the joint resolution. of any of those who have heretofore been migrants and have been engaged in traveling from place to place to gather crops or do other agricultural work.
