I had hoped this matter would not arise on the floor of the Senate. because I doubt that it serves any useful purpose to discuss it. but %ince the Senator from Florida has raised the question. I wish to read a paragraph in answer to a question I propounded in which I asked the Department to examine the bill with particular reference to the citizens of China. I read from the reply of the Department: In the opinion of the State Department the passage of this amendment to the immigration law appears to be of importance to the prosecution of the war effort. In effect. it removes a discrimination which has existed in practice in favor of Chinese seamen. and in the long run it can only work to the benefit of the Chinese Government and people. That letter is signed by the Honorable Sumner Welles.
