The Attorney General. through any investigating or arresting agency of the Government. including the Federal Bureau of Investigation. will locate alien seamen who have left ships which have entered the ports of this Nation while registered under foreign flags. The owner of the ship may have abandoned such seamen and left them to drift wherever they may. True. the seamen are illegal entrees into this country. They have been left stranded. Their ship is no longer engaged in commerce. and they may be charges upon some agency of our Government. They are picked up by the Government agents. deported. and landed at Liverpool or some other foreign port. Prisoners. and without funds to support themselves. they are helpless. Their occupation is that of a seaman.
