I think we ought to recognize. that may be doing business with us. They can be sent back. and if we cannot. then send them back to the country under whose flag they came. and provide a measure of deportation. Of course. this does not imply they can be taken and forced on a ship. but the proof of the pudding is in the eating and as long as they can be deported it will serve the purpose.
