Something was said about the Chinese. I am informed that in August of last year an agreement was entered into in good faith between representatives of this Government. the British Government. and the Chinese Government. providing for shore leave and for arrest. detention. and deportation of those who violated these laws. Who has more interest than China herself in this legislation? For it is another aid in the fight that we are making for Chinese freedom. Nothing is more vital than ships. Ships cannot be operated without experienced seamen. Our allies cannot afford to lose their seamen. The barriers cannot be lowered in the enforcement of their laws. and it is confidently believed that the pending legislation made applicable to all countries. as it is. will take care of the situation.
