Mr. President. on January 5. James R. Kirkland. chairman of the District of Columbia Bar Association. delivered an address to some 90 men and women upon their induction into a naturalization class. I ask unanimous consent to have the address printed in the RECORD at the conclusion of my remarks. I wish particularly to call attention to the following statement by Mr. Kirkland: Those of you who remain In the District of Columbia are aware that there is still a limitation upon your rights as an American. While your neighbor may cast his vote on election day. you still are denied the complete privilege of a citizen.
