That is the situation I desire to lay before the Senate and the country. Mr. President. I wish to discuss the matter from another angle. In the House of Representatives there is presently House bill 7832. which is a successor to House bill 7762. The first bill. the original version. carried a very wide delegation of authority to the President of the United States. It provided that he could set aside any law. tariff ruling. or immigration restriction. The present version is very stingy in its authority as compared with the authority provided by the original version. There is now pending in the Senate.
