We do not have naturalization papers. this is the kind of a bill that makes it possible to prove our nativity and our right to a birth certificate under the laws of the United States. which is a prerogative of every nativeborn American citizen. This work will be performed by the agency of the Government of the United States that has been handling the census work and the census records from 1790 on. The Constitution itself provides that a census shall be taken within 3 years of the sitting of the First Congress. which was done in 1790. and each 10 years since for 150 years.
