Mr. Chairman. I rise in opposition to the pro forma amendment. The gentleman from Massachusetts seemed to depart from the issue and went off on a couple of very strange tangents. In the first place. the Senate is not going to pass that bill to issue certificates of citizenship to people who have not eitherbeen born in the United States or naturalized under the laws of the land. I pointed that out when the bill was before the House. In addition. everybody born in the United States is not entitled to citizenship. I contend that no Japanese can legally become a citizen of the United States.
