R. 7015 introduced by me on April 29. 1942. to make the death penalty mandatory for any person. citizen or noncitizen. who gives aid and comfort to a member of the military. air. or naval forces of any country with which we are at war. In my remarks on the floor of the House that day. I stated that in this war for survival we must fight fire with fire and pointed out the urgent necessity of the enactment of my bill into law because of the probability. among other dangers. of enemy submarines sending landing parties ashore to engage in sabotage and guerrilla warfare.
