Of course. the Committee on Immigration and Naturalization does not draft the rules and regulations for the purpose of enforcing the law. The Department of Justice. with the approval of the immigration services. prepares and is now preparing rules and regulations. which I think every reasonable honest man will be able to comply with by bringing certain proof. which may be proof of where he was born. or a certificate of baptism. or certain writing in religious books. such as the family Bibleevidence that will satisfy any reasonable man that the applicant is telling the truth. This bill as written will take care of the very situation that the gentleman is now asking about.
