In order to get a certificate now he would have to go back to Indiana and submit proof to the judge of the court in the county where he made application for his citizenship certificate. The procedure proposed in the pending bill would do away with that. The person would make application in San Francisco to the Commissioner of Immigration and could send back to his family or friends in Indiana for the necessary evidence and submit it to the Commissioner. who. upon being satisfied with the proof. could issue the certificate of citizenship. This would result in the saving of a great deal of time. expense. and inconvenience.
