Attorney General Biddle. in advocating title XI in his prepared statement. stated: Title XI of the bill establishes a policy set forth by Congress during the last World War. It provides that aliens honorably serving in our armed forces during the present war may acquire citizenship. regardless of race. age. length of service. and education. It also provides for speeding up the processes of naturalization. including a provision for naturalization without appearance before a court if the person to be naturalized is not within the jurisdiction of any naturalization court. Finally. we cannot in good conscience strike out of the bill exactly the relief that we granted during the last World War.
