Mr. Chairman. as I understand the question of germaneness. it means things between which there is a close relationship. a pertinency. If you go right to the bottom of the term. technically it means kinship. On yesterday when the point of order against the Smith amendment was being presented. the gentleman from New York at some length proceeded to show how the several subjects in this bill are wholly unrelated and not germane one to another. Certainly there is no close relationship between the naturalization of a citizen and the right of - the Federal Reserve bank to buy bonds directly from the Treasury.
