Session #77 · 1941–43

Speech #770132721

Chairman. this is an amendment which has been approved by the committee and has likewise been approved by the lawyers *representing the Department of Justice. who sat around the table with us during the consideration of this bill. In our judgment it makes the bill more effective from the standpoint of clarity and enforceability. It takes out a qualifying word. which really has no proper place in the bill. and which prevents the bill from * actually dovetailing with the oath of allegiance. which an alien takes when he becomes a naturalized citizen. Here is the wording of that oath: I hereby declare. on oath. that I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign prince. potentate. state. or sovereignty. of whom or which I have heretofore been a subject or citizen. There is no limitation in that oath to political fealty or allegiance.
