Mr. Chairman. I thought we were going to have plenty of time to discuss this bill today because we have not much else to do. There is no press of legislation on todays calendar. I do want to call attention to a few matters. We have come a long way in immigration since I became a member of that committee 17 years ago. In those days we were writing the fundamental law. and we had many a battle. As I said before. we have come a long way. I am not going to oppose this legislation today. While I think that it does not add anything to the restrictive legislation now on the statute books. still it does not change things much.
