My main purpose in taking the floor at this time is to point out that. in my judgment. a disposition has been evinced here this afternoon to mistake the froth for the substance. We are dealing with a large matter and a grave matter. I believe I can speak without presumption. and I am speaking advisedly as a member of the Committee on Immigration and Naturalization when I say that the problem of these aliens who have been clearly and fairly adjudged to be deportable but who cannot be deported because of the international situation is one of the most serious facing the United States today. Were it not for the fact that we cannot ship them out of the country certainly the need for such a measure would not be so pressing. I also want to say to the House in all sincerityand I am weighing my wordsthat. in my judgment. we are conjuring up fears where there is no ground for fear in saying that this bill will be used as a medium for oppression and witch hunts.
