Permit me an observation there. I do not think the gentleman from Illinois is mistaken in his conception at all. As a matter of fact somebody has to do this kind of work. If it is not done by a board. it must be done by an administrator or an assistant administrator. or some division of the Immigration and Naturalization Service. That will require personnel. What difference does it make whether the personnel is amenable to the jurisdiction of a board or to some existing administrator there now? The fact of the matter is that we know very well that we will need more money to do this job.
