I remember distinctly the argument the gentleman made. and I agreed with him. and I supported him at that time. but at that time the gentleman took the position. and we all thought we were. taking the position. that the court still had charge of this individual and that the court. in the nature of a parole system. was taking care of him. But I should think to go further than that and provide for that man to have the right of appeal you should provide that some court should prescribe these rules and regulations. You have already provided what will happen to him when the judicial proceedings or the deportation proceedings are held against him. but after you do that. then you turn it over. or you "undignify" the court or you "undignify" yourself and turn the matter over to a commission to provide rules and regulations as to how that man shall appeal to a higher court. In other words. you give to a board the right to prescribe court regulations and court procedures.
