I think it is obvious that if you have a quota in a country and the quota is filled you cannot get any more under that quota. and you admit people as visitors. knowing full well that when they come to the United States they will be unable to return and then you issue a stay and an order under which you say "Soandso came as visitors and are subject t6 deportation. but on account of the conditions existing in the country of origin we will let them stay in the United States." that is clearly an evasion of the law. the spirit. if not the letter of the law.
