The present bill preserves the maximum detention authority but recognizes differences between degrees of heinousness. and provides lesser periods of detention for the less dangerous. Therefore this bill is more fair and better balanced. Always remember there is no .arrest in this procedure. there is no im�prisonment. there is no punishment. and the Supreme Court has so held repeatedly. They hold that what is here authorized is nothing but an inherent attribute of sovereignty. detention pending deportation. The bill specifically says that no hard labor may be imposed.
