The present rate of duty on blackstrap from Cuba is twentyfour onehundredths of 1 cent a pound for the sugar content in it. Blackstrap displaces your corn. your wheat. your garden vegetables in the manufacture of alcohol. They now propose to lower this tariff still further. so that American farmers will have still further competition from coolie black Cuban labor. The bill introduced by me do not affect that part of blackstrap which is to be used as feed for cattle. No one objects to that.
