I dont want to object. I have read the bill through. and it seems to be all right if it has the cooperation of the Secretary of State. When a foreign consul authorizes an immigrant to come to these shores. there has been a tendency in the Committee on Immigration to give to that alien some rights to which he is -not entitled. but this bill. as I read it. refers the matter to the Secretary of State. If the Secretary of State is in favor of this and is willing to take this added responsibility. then I think it is a good thing. Otherwise. if you are trying to impose additional duty on the Secretary of State that he does not want.
