Mr. President. today Chief Justice Hughes accepts retirement. Chief Justice Hughes is one of the wisest. noblest. and most highly respected men of a half century of public life. Always he has maintained dignity. balance. integrity. and a desire to serve the American people. I vividly recall an experience years ago. when I was Secretary of Labor. in regard to the immigration law. which was then new and under fire. Mr. Justice Hughes was asked by one of the attorneys of the Labor Department how he regarded the law. He said. "What is the law?" It was read to him. and Mr.
