In Pittsburgh. as in other cities where a large percentage of the population is foreign born. where the C. I. 0. is strong. where the Communists have their organizations. public officialsand it is a matter of common knowledgefall to enforce the law. Undoubtedly some officials are in sympathy with the strikers. some fear retaliation at the polls on election day. some have perverted notions as to law enforcement. some think it better to compromise with crime and with criminals. on the theory that to do otherwise will recult in bloodshed.
