Now. my dear colleague. for 2 years I have been seeking in -vain to get power for the Committee on Immigration and Naturalization. of which I have the honor to be chairman. to go into the question of dual nationality of people who hold certificates of .citizenship to which they are not entitled. That has been tied up in the Rules Committee for almost 2 long years. My plan .was very simple. There are men parading around this country as citizens that have no right to hold that certificate. The committee was in a position to expose that condition and then would probably have made recommendation for the cancelation of hundreds of thousands of those certificates.
