I am really encouraged and inspired this lovely spring morning to see so many of my colleagues present. and I am happy that I am provided the initial opportunity of reaching their respective ears. I believe that that which I have to say will be of interest to those who are present. certainly I feel that it should be of interest to them. because it is of interest to our country. I desire to address myself now to a subject pertaining to the treatment of Americans who are abroad. and I desire to pursue that subject to the extent of touching upon the subject of restrictive immigration. I am today introducing a bill to protect American citizens and to facilitate their evacuation from countries now at war or within the zone of active hostilities. I. of course. am of the opinion that every Member of this body will be interested in this bill. because naturally. without hesitation.
