I thank the gentleman .for his contribution. I assure him that I am very much in sympathy with the decentralizing of defense industries. Coming back to the situation with regard to these migrants. as I said earlier. perhaps somewhere between 4.000.000 and 5.000.000 people who are citizens of the United States are not citizens of any State. What happens to them? They travel from one State to another trying to find work or relief or what not. They are given a little temporary relief and told to move on. and the result has been a contest between States over settlement laws.
