I endorse unqualifiedly the position taken by the gentleman from Nebraska that the initiative to pass a law to place the Philippines in correspondence with our policy of export control as set forth in section 6 of the act of Congress of July 2. 1940. entitled "An act to expedite the strengthening of the national defense." is with the Philippine government under the TydingsMcDuffie Act and not with the Federal Government. Under section 2 (a9) of the TydingsMcDuffie Act. the Philippine government can enact laws affecting currency. coinage. imports. exports. and immigration. but such laws shall not go into effect until approved by the President of the United States. The Philippine government should proceed under this provision. This is compatible with their local autonomy and it is the simplest and most effective method of arriving at the desired conclusion.
