They have not in the past. but from now on they are going to make the quotas apply. Yes? Well. there was a joker in the Census Act. I did not know it was in there. and I doubt that many of you did. It had a provision that those employees should be taken under civil service without regard to the quota system. Here is what happened. and I read now from a statement by George Riley appearing in one of the Washington newspapers: There have gone into the census for duty in Washington 8.151 temporary employees as of August 31. The distribution by States is interesting.
