So I take off my hat to him. Let me conclude with this one other observation: There is one thing in this bill that engages my particular attention. and I am happy that it is here. It is a provision that is found on page 37 which authorizes the Commissioner to prescribe the scope and nature of the examination of petitioners for naturalization as to their admissibility to citizenship for the purpose of making appropriate recommendations to the naturalization courts. Such examinations shall be limited to inquiry concerning the applicants residence. good moral character. understanding of and attachment to the fundamental principles of the Constitution of the United States. and other qualifications. and so forth. As I understand. there is no prescribed course of examination today set down in the law. so it is sort of hitandmiss.
