Mr. Speaker. I am now the ranking minority member of the Committee on Immigration and Naturalization. I prefer to call this codification a clarification or simplification of the present naturalization laws. It is a problem that has been before us for several years. The departments of Governmentthe State Department. the Department of Labor. the Attorney Generals departmenthave all been working on it and interested in it and concerned about it. Finally. after years of effort. it has been placed in the shape of this bill. When the question came up in our committee I was asked to recommend someone from the minority side to act on that subcommittee to work it out.
