Every man who has enlisted in the National Guard in any State since 1916. enlisted with the knowledge that that organization was a part of the Army of the United States. so declared by law. and when he enlisted he took upon himself all the obligations that might be incumbent upon such enlistment. I think we underestimate the National Guard of this country.
