Mr. Chairman. the intention of the amendment offered by the gentleman from New York is to provide as far as possible that those who take charge of these refugee children accord them the same care. protection. and opportunity as they provide for their own. Most of them will do it. of course. But it is a good thing to put in the law. As I understand it. the British law does not permit the adoption of their children. I dont know about other European countries. I think if these children are to be taken into American homes. we should see to it. as far as we can. that they have whatever protection that may be afforded them.
