At the present time. if you want to bring some relative or friend here from Europe under the quota system. you must give satisfactory evidence to the Department of State that the relative will not become a public charge. In some instances it is necessary to have the bank with which the applicant does business certify that the citfzen is financially responsible to meet future obligations. As I understand this amendment it does no more than to guarantee to the United States that these people will not become public charges dependent upon the Federal Treasury. .That is the sum and substance of the amendment.
