Mr. Chairman. the duties of a member of the Ways and Means Committee are so exacting and so confining in time that I have found it rather necessary to limit my appearance on the floor to matters directly concerning that important committee. But today I cannot help joining in the humanitarian plea that is going up in this House to care for these refugee children.
