Section 2 merely says that it shall be unlawful for an American vessel to carry any passengers or articles or materials to any State named in such proclamation. Section 3 provides that after the President has designated combat areas it shall be unlawful. except under such rules and regulations as may be prescribed. for any citizen of the United States or any American vessel to proceed in or through such combat areas. The President therefore has full power to prescribe. by rules and regulations. for the bringing back of refugee children. The reasons. I submit. why we have approval of this bill by the administration are two: First. that the administration does not want the country to know the broad implications and the broad powers conferred upon the President under the combatareas provision. and. second. the administration wishes the approval of Congress before any such unprecedented and unusual and unexpected step is taken.
