I think that probably is the intention of the people who send them over and will be the idea of the people who receive them. But it must be remembered in this connection that this is one of the important things that ought to be investigated and studied. There probably will be many instances in which children will have no homes to which to return and they will become permanent immigrants to the United States. It may be that parents will not survive the war or. if they do that. they may be destitute and unable to repatriate their children. Many contingencies may arise.
