Mr. President. allow me to say to the Senator that that was a matter of discussion. We had before us the Solicitor General and the Commissioner of Immigration and Naturalization. The Solicitor General objected to making the penalty any more stringentand they are administering the present lawfor this reason: He says that since the only object is to obtain registration and fingerprinting. if the alien has committed no other crime. and we punish him for not reporting. and then he does not report. the next day. or the day after that. we may keep on pudishing him until he does register. The object of the bill is to have him registered or fingerprinted. The Solicitor General objected to adding on deportation because. he said. there were so many worse cases calling for deportation that we might as well put in our time on getting rid of the criminals and others. If a man should simply fail to register. either through ignorance or through carelessness. or even willfully. he thought a punishment of $100 or not more than 30 days in jail would be sufficient. with the further provision that he would still have to register. or. if he did not register. he would be guilty of another offense. That is why we incorporated in the bill this penalty.
