If we pass this bill this afternoonand I have no word in defense of this man. I would not know him if I saw himthe precedent that we will establish will plague every Congress as long as there is a Congress held under the Constitution of the United States. This is a time when we must keep our feet on the ground. This bill as originally drawn might give a man a chance for a trial. because it says that he would be deported in the manner provided by sections 155 and 156 of the United States Code. As a matter of fact. the bill would really be ineffective as of itself to deport him.
