Mr. President. some few days ago from the Committee on the Judiciary I reported favorably with amendments the bill to make unlawful. attempts to interfere with the discipline of the Army. the Navy. and the Coast Guard. to require deportation of certain classes of aliens. to require the fingerprinting of aliens seeking to enter the United States. and for other purposes. and I submitted a report (No. 1721) thereon. Since that time the committee has seen fit to change very substantially the bill to which that report refers. I ask unanimous consent for permission to withdraw that report and to file a substitute report in lieu of the report heretofore filed.
