It is impossible to know how much of the hostility now being reported on the part of foreign countries against America is due to the impressions made upon the nationals of other countries who have resided in the United States. It is difficult to avoid the conclusion that. with the exception of the comparatively few persons who were clearly deportable under the law. these aliens needed not legal but social and educational treatment looking toward an effectual interpretation to them of the best Ideals of American life.
